About this opportunity

The Department of the Interior's Bureau of Reclamation, through the Lahontan Basin Area Office, is conducting market research to identify businesses capable of performing a scientific review of data and methods used in the 1997 Operating Criteria and Procedures (OCAP) for the Newlands Project in Nevada. The procurement seeks environmental consulting services to assess and improve methodologies for determining reservoir storage targets, forecasting reservoir inflows, and calculating allowable Truckee River diversions, with the goal of incorporating the best available data, science, and technology into these processes. Contractors must demonstrate expertise in hydrology and water resource engineering, including personnel with specific experience requirements: a project manager with at least five years of experience, a senior hydrologist/engineer with 15 years of experience, and a hydrologist/engineer with three years of experience. This sources sought notice is purely for market research purposes and will not result in any awards, with responses due electronically to Sarah Rodrigues at srodrigues@usbr.gov by July 22, 2025, at 10:00 a.m. PDT. Interested parties must include their organization details, active SAM registration status, business size classification, and intent to submit quotes if a future solicitation is issued.

This opportunity operates under NAICS code 541620 (Environmental Consulting Services) with a small business size standard of $19 million, and no set-aside designation has been specified, making it open to all qualified businesses regardless of size. The performance work statement indicates a firm-fixed price contract structure with a performance period extending from the anticipated award date of September 2025 through September 30, 2027, providing approximately two years for completion of the scientific review and recommendations. The project includes three mandatory tasks focusing on project management, meetings, and updates to Lahontan storage objectives, plus two optional tasks addressing Carson River inflow forecasting and Truckee River diversion calculations. No incumbent contractors or current service providers are identified in the notice, suggesting this may be a new requirement or a recompetition of existing services. While specific contract values are not disclosed in this sources sought announcement, the scope of work involving multiple technical memoranda, quality control reviews, and coordination with existing Truckee River Operating Agreement models suggests a substantial technical undertaking requiring significant specialized expertise.
