About this opportunity
The United States Department of Agriculture Agricultural Research Service is seeking to procure 10 Holstein or Holstein cross-bred milking cows for a research study on highly-pathogenic avian influenza (HPAI) virus in cattle. The procurement is being conducted through a combined synopsis/solicitation for commercial items, with the objective of evaluating cattle susceptibility to HPAI virus, assessing disease effects, and testing experimental vaccine efficacy. Contractors must submit their quotes electronically to joel.maas@usda.gov by 5:00 PM Eastern Time on February 24, 2025, with questions due by 1:00 PM Eastern on February 20, 2025. The evaluation will be conducted using a Lowest Price Technically Acceptable (LPTA) method, which means the best value will result from selecting the technically acceptable quote with the lowest evaluated price. Offerors must include a technical quote with their company website, at least three customer references, and a price quote that accepts credit card payment.
The solicitation is designated as a Total Small Business set-aside under NAICS code 112120 (Dairy Cattle and Milk Production), with a small business size standard of $3.75 Million. The cows must be sourced from a Tuberculosis Free herd within 6 hours of Ames, IA, and must meet specific requirements including being aged 2-5 years, non-pregnant, producing less than 120 pounds of milk daily, and having a calm disposition with no health issues. The period of performance requires delivery by March 3, 2025, to the USDA facility in Ames, IA (50010). Contractors must be registered in the System for Award Management (SAM) and provide a SAM UEI number to be eligible for award. The government anticipates awarding a Firm Fixed Price contract, with the successful vendor responsible for delivery, unloading, and any applicable credit card transaction fees.
