About this opportunity

The U.S. Geological Survey (USGS) Office of Acquisitions and Grants issued this Sources Sought Notice on December 17, 2025, to identify laboratory services capable of performing stable isotope ratio measurements on calcium carbonate samples derived from biogenic materials including coral skeletons, mollusk shells, and crustacean exoskeletons. The procurement seeks a laboratory qualified to simultaneously measure Delta-O-18 (d18O), Delta-C-13 (d13C), and Delta-N-15 (d15N) using Stable Isotope Ratio Mass Spectrometry (SIR-MS) with dual-inlet and continuous-flow capabilities. Key qualifications include proximity to allow hand-delivery of samples by USGS staff, experience with calcium carbonate material processing, and technical proficiency with advanced preparation equipment such as Gas-Bench II and Thermo Flash EA-ConFlo IV systems. This is a market research notice intended to gauge industry interest and capability rather than a formal solicitation; consequently, no evaluation criteria or scoring methodology is provided, and respondents will not be notified of evaluation results. Interested parties must submit responses via email to Mindie Dixon at mdixon@usgs.gov by December 19, 2025, with replies to include business type, small business status, UEI, SAM registration, and relevant experience documentation.

This procurement carries no set-aside designation and identifies no incumbent contractors. The contract encompasses processing 2,000 to 5,000 samples over a five-year period, consisting of an initial one-year base performance period with four optional one-year renewal periods. The NAICS classification is 541380 (Testing Laboratories and Services) with a $19 million size standard, and the notice specifically encourages participation from small businesses, Section 8(a) firms, HUBZone enterprises, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses, and Economically Disadvantaged Women-Owned Small Businesses. No specific budget or award value is disclosed in this market research phase. Future formal solicitation materials will be posted on SAM.gov, and respondents should ensure current registration in the System for Award Management to position themselves for any subsequent procurement action.

NAICS Size Standard $19 million
Subject: Seeking a laboratory capable of performing simultaneous measurements of Delta-O-18 (δ¹⁸O), Delta-C-13 (δ¹³C), and Delta-N-15 (δ¹⁵N) in powdered Calcium carbonate (CaCO₃) samples derived from biogenic materials such as coral skeletons, mollusk shells, and crustacean exoskeletons for one year with four option years.
Point of Contact Mindie Dixon – mdixon@usgs.gov
Objective - To find sources that are qualified to meet the supplies/services as listed below. Note that the specific requirements are subject to change prior to the release of any solicitation.
Scope: USGS staff need to be able to hand-deliver samples to a laboratory that can process CaCO3 material and make measurements of δ18O, δ13C, and δ15N using SIR-MS. No fewer than 2000 and no more than 5000 samples are expected to be analyzed during the five-year period. Laboratory must be accessible by USGS staff as agreed (scheduled to best integrate with the schedule of laboratory) for the purpose of assisting with weighing samples and standards, loading into reaction vessels, encapsulating in tin boats, arranging samples into sample trays, and/or operating the IRMS under supervision of laboratory personnel.
