About this file

This is a Sources Sought Notice issued by the US Geological Survey (USGS) seeking laboratory services for stable isotope ratio measurements. The notice targets small businesses, including 8(a), HUBZone, SDVOSB, WOSB, and EDWOSB classifications under NAICS Code 541380, with a size standard of $19 million. The specific requirement is for a laboratory capable of performing simultaneous measurements of Delta-O-18 (d18O), Delta-C-13 (d13C), and Delta-N-15 (d15N) in powdered Calcium carbonate (CaCO3) samples from biogenic materials like coral skeletons, mollusk shells, and crustacean exoskeletons.

The laboratory must be able to process 2,000-5,000 samples over a five-year period, with USGS staff able to hand-deliver samples and assist in sample preparation and analysis using Stable Isotope Ratio Mass Spectrometry (SIR-MS). Interested parties must respond via email, providing details on their ability to meet specifications, business type, size, small business status, and relevant experience. Respondents must have a Unique Entity Identifier (UEI) and be registered in the System for Award Management (SAM). The notice emphasizes that this is a market research effort and not a formal solicitation, with any future procurement to be posted on SAM.gov.
