About this opportunity
The Centers for Disease Control and Prevention's Pittsburgh Mining Research Division seeks laboratory equipment for rock specimen preparation and testing, with quotations due September 14, 2026 at 10:00 AM EST. The procurement carries no small business set-aside.
Place of performance is West Mifflin, Pennsylvania. The requirement comprises four integrated laboratory systems totaling 60 line items: a rock specimen cutting system (MULTISAW 77-PV47006) with diamond blade and core holding jig; a computerized grinding machine (55-C0203/Z) with specimen cradles and spare grinding wheel; a 300 kN capacity creep test apparatus (55-C0235/A) with strain gauges, load cell, datalogger, and touch-screen display; and a fully assembled triaxial testing system including servohydraulic control consoles (ADVANTEST9 ROCK and SERCOMP7 ROCK), 3000 kN compression frame, Hoek triaxial cell with accessories, displacement transducers, and instrumentation. All equipment must be new, manufactured to ASTM standards, delivered in manufacturer's original packaging, and shipped insured from Italy to Pennsylvania. The period of performance ends September 30, 2026, with delivery to the NIOSH PMRD Pittsburgh facility.
Contractor responsibilities are limited to packaging, crating, and delivery; no installation, calibration, or onsite services are required. Pricing is firm fixed-price with all applicable federal, state, and local taxes included. Award will be made without discussions based on quotation acceptability, price reasonableness, and demonstrated compliance with the Statement of Work. No trade-offs will be conducted. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6635, Physical Properties Testing and Inspection. Quotations should be directed to Sandra Adams at ab41@cdc.gov.
Notice text
The purpose of this acquisition is to obtain the specialized laboratory equipment necessary to support PMRD’s ongoing rock‑mechanics and ground‑control research by ensuring the consistent preparation and testing of geological specimens aligned with rock preparations and testing standards. This includes acquiring a complete rock‑specimen cutting system capable of producing accurate, repeatable cuts on rock, coal, concrete, asphalt, and core samples; a computerized grinding machine that will significantly reduce specimen preparation labor while supporting major research projects such as seismic potential forecasting and panel‑well optimization; a creep test apparatus to provide essential time‑dependent rock‑property data for numerical modeling in coal and stone mines; and a triaxial testing machine required to determine cohesion and friction angle parameters for specimens collected from mine sites. Together, these systems will improve specimen quality, enhance laboratory efficiency, reduce the costs and delays associated with external testing, and provide high‑quality mechanical data needed to support advanced modeling, pillar‑design evaluations, roof‑stability assessments, and the development of comprehensive databases for U.S. coal and stone mines. All equipment will be delivered to the Pittsburgh Mining Research Division facility within the established period of performance, ensuring PMRD has the necessary capabilities to meet current and future research demands.
