About this opportunity

The Department of the Treasury's Fiscal Service Procurement, acting on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), has issued a Special Notice regarding laboratory assessment and accreditation services. This notice announces the government's intent to award a sole source contract to The American Association for Laboratory Accreditation (A2LA) located in Frederick, Maryland. The procurement is being conducted under FAR 6.302-1, which permits sole source awards under specific circumstances. The notice was posted on March 5, 2026, with a response deadline of March 9, 2026. TTB operates two laboratories in Beltsville, Maryland and Walnut Creek, California that require International Organization for Standardization (ISO) accreditation to fulfill the agency's mission of protecting revenue and public welfare in the alcohol and tobacco industries.

The primary objective of this procurement is to obtain onsite laboratory audit services and accreditation certification for TTB's two facilities during a re-assessment year of their existing accreditation. The contract will consist of a base period plus four optional 12-month renewal periods. While A2LA currently holds TTB's accreditation certificate, the government is inviting other qualified contractors to submit responses if they believe they can provide equivalent accreditation services; however, no formal solicitation package will be issued. Interested parties must submit their responses by March 9, 2026, to Purchasing@fiscal.treasury.gov (Attention: SR/RG) and include their company name, point of contact information, and a description of their service offerings. The government reserves sole discretion to determine whether to compete this procurement based on the responses received.
