The Contractor shall analyze for asbestos and metals in samples taken from various Army Installations on the Islands of Oahu and Hawaii (Kilauea Military Camp (KMC) and Pohakuloa Training Area (PTA)). The Government is responsible for the transportation of KMC and PTA samples to the Island of Oahu for submission to the Contractor as necessary.
Contract Set aside: This action will be set aside 100% to Small Business.
Contract Type and Period of Performance:
The Government intends to award a Firm Fixed Price (FFP) Requirement contract. The Period of Performance for the base year is 8 February 2018 to 7 February 2019 with four (4) one-year options.

1) The Army Contracting Command, 413thContract Support Bridge (CSB), Regional Contracting Office (RCO) Hawaii has a requirement to provide Laboratory Analysis Services for Asbestos and Metals from Various Army Installations, on the Islands of Oahu and Hawaii, Hawaii. Tasks to be performed include, but not limited to the following Asbestos bulk samples, Asbestos Air Samples, Metals Bulk Sample, and Metals Air Samples Analysis.
2) Background: This is a follow-on procurement for Blanket Purchase Agreement (BPA) number W912CN-13- A-0004 awarded to International Asbestos Testing Laboratory. The current BPA is in the final option year ending on February 7, 2018. Lead and asbestos testing is required prior to renovation/repairs for all Army buildings. When a renovation/ repair is needed on a building, Department of Public Works Environmental Division (DPW-ENV) first searches through their database to see if any prior testing was conducted on the portion of the building being renovated/repaired. If no record is found, a sampling of building material is collected by DPW- ENV sent to the contractor for laboratory testing and findings reports.
3) Contract Set aside: This action will be set aside 100% to Small Business.
4) Contract Type and Period of Performance:
The Government intends to award a Firm Fixed Price (FFP) Requirement contract. The Period of Performance for the base year is 8 February 2018 to 7 February 2019 with four (4) one-year options.
5) Interested Vendors are highly encourage to obtain the following documents since it will be required upon submission of quotes.
a) Proof of Registration with Hawaii Department of Health for asbestos fiber analysis in accordance with the Hawaii Administrative Rules (HAR) Chapter 11-504.
b) Copy of Certification from National Voluntary Laboratory Accreditation Program (NVLAP).
c) Copy of Certification from National Lead Laboratory Accreditation Program (NLLAP).
6) RCO- Hawaii will be issuing, Request for Quote (RFQ) for Laboratory Analysis Services for Asbestos and Metals from Various Army Installations, Islands of Oahu and Hawaii, Hawaii.
7) Please note that this notice does NOT constitute the Request for quote (RFQ). The RFQ will be posted on or about 20 June 2017 or earlier. The RFQ and any/all amendments will be posted and available for viewing and downloading on Federal Business Opportunities (FBO.gov). Upon release of the RFQ, potential vendors will be encouraged to submit questions and/or recommendations regarding the terms and conditions of the RFQ and/or the associated documents. All timely submissions will be reviewed and the final RFQ may contain changes as a result of any input received.
8) No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to this solicitation.
9) All prospective vendors must have a Commercial and Government Entity Code (CAGE CODE) and be registered in the System for Award Management (SAM) at www.sam.gov. The NAICS code for this requirement is 541380 - Testing Laboratories. The small business size standard is $15 million.
