About this opportunity
The Department of Transportation's John A. Volpe National Transportation Systems Center, procuring on behalf of the U.S. Environmental Protection Agency's Targeted Brownfields Assessments Program, awarded a firm-fixed-price purchase order to Pace Analytical Services, LLC for laboratory analysis supporting a Phase II Environmental Site Assessment at the Royal Electric Yard in Sykesville, Maryland, with award on August 26, 2026.
The contract value is $44,538.00, fully funded at award, with performance through December 31, 2026. The work includes sample collection, handling, and laboratory analysis for metals, volatile organic compounds, semi-volatile organic compounds, diesel range organics, gasoline range organics, polychlorinated biphenyls, pH, herbicides, pesticides, PFAS, lead paint, and asbestos in soil and bulk materials. Analytical reports must be delivered in PDF format within 10 business days after final sample receipt, with data provided in CSV format via Volpe's ADEx system. No set-aside was used. The procurement was made on a sole-source basis; market research identified only two EPA Region 3–approved laboratories capable of meeting the Quality Assurance Project Plan requirements, and only Pace Analytical (Alpha Analytical) could furnish the full analytical suite required. Place of performance is Sykesville, MD, with administrative oversight at the Volpe Center in Cambridge, Massachusetts.

INTRODUCTION: Under an Interagency Agreement, the U.S. Department of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the U.S. Environmental Protection Agency (EPA) Targeted Brownfields Assessments (TBA) Program. As part of this effort, a Phase II Environmental Site Assessment (ESA) that includes a requirement for laboratory analysis will be conducted at the Royal Electric Yard (the Site) located at 7512 Main St, Sykesville, Maryland 21784.
BACKGROUND: The objective of this Phase II ESA is to determine if the historical activities have impacted soil at the Site. Laboratory analytical data from soil samples obtained through the advancement of test pits and soil borings will be compared to the Soil Residential Clean-up and Protection of Groundwater Standards established by Maryland Department of the Environment’s Cleanup Standards for Soil and Groundwater Table 1 (October 2018).
TASKS TO BE PERFORMED: The Phase II ESA investigation includes the Contractor tasks listed below. The Contractor shall conduct all work in accordance with Federal, State and local requirements. Where inconsistencies exist, the Contractor shall follow the most stringent requirements.
1) Sample Containers, Handling, and Delivery: The Contractor shall provide the appropriate sample containers, disposable volatiles samplers, preservatives, pre-printed labels, and analyte-free water required for the analyses listed below. These are to be delivered by the Contractor to the project site location. Sample collection and handling will be performed by Volpe personnel. The laboratory shall provide a daily local courier to transport the samples from the Site to the laboratory over an anticipated three days of sampling. Whenever possible, the Contractor shall minimize the number of sample containers by combining compatible analyses into a single container, as allowed by EPA methods and laboratory standard operating procedures.
2) Sample Analysis: The Contractor shall conduct analysis on samples for the parameters listed below in Table 1. The Contractor and any subcontracted laboratories must be certified by PADEP for each analytical method being performed.
Awarded contract 6913G626P800048 to PACE ANALYTICAL SERVICES, LLC for 44538.00 on 2026-08-26.
