STATEMENT OF WORK
1.0 INTRODUCTION
Under an Interagency Agreement, the U.S. Department of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the U.S. Environmental Protection Agency (EPA) Targeted Brownfields Assessments (TBA) Program. As part of this effort, a Phase II Environmental Site Assessment (ESA) that includes a requirement for laboratory analysis will be conducted at the Royal Electric Yard (the Site) located at 7512 Main St, Sykesville, Maryland 21784.
2.0 BACKGROUND
The objective of this Phase II ESA is to determine if the historical activities have impacted soil at the Site. Laboratory analytical data from soil samples obtained through the advancement of test pits and soil borings will be compared to the Soil Residential Clean-up and Protection of Groundwater Standards established by Maryland Department of the Environment’s Cleanup Standards for Soil and Groundwater Table 1 (October 2018).
3.0 TASKS TO BE PERFORMED
The Phase II ESA investigation includes the Contractor tasks listed below. The Contractor shall conduct all work in accordance with Federal, State and local requirements. Where inconsistencies exist, the Contractor shall follow the most stringent requirements.
Sample Containers, Handling, and Delivery
The Contractor shall provide the appropriate sample containers, disposable volatiles samplers, preservatives, pre-printed labels, and analyte-free water required for the analyses listed below.
These are to be delivered by the Contractor to the project site location. Sample collection and handling will be performed by Volpe personnel. The laboratory shall provide a daily local courier to transport the samples from the Site to the laboratory over an anticipated three days of sampling.
Whenever possible, the Contractor shall minimize the number of sample containers by combining compatible analyses into a single container, as allowed by EPA methods and laboratory standard operating procedures.
Sample Analysis
The Contractor shall conduct analysis on samples for the parameters listed below in Table 1. The Contractor and any subcontracted laboratories must be certified by PADEP for each analytical method being performed.

i. (i) Any such clause is unenforceable against the Government.
ii. Neither the Government nor any Government-authorized end user shall be deemed to have agreed to such clause by virtue of it appearing in the EULA, TOS, or similar legal instrument or agreement. (g) Exceptions and alternate payment procedures. If, based on one of the circumstances set forth in 1232.7002(a) or (b), and the contracting officer directs that payment requests be made by mail, the contractor shall submit payment requests by mail through the United States Postal Service to the designated agency office. If alternate payment procedures are authorized, the Contractor shall include a copy of the Contracting Officer's written authorization with each payment request. If DELPHI is succeeded by later technology, the Contracting Officer will supply the Contractor with the latest applicable electronic invoicing instructions.
