About this opportunity

The United States Coast Guard is seeking laboratory analysis services for lube oil and coolant samples from various vessel systems. The solicitation (RFQ #70Z04025Q00090001) requires a contractor to perform comprehensive testing, analysis, and data review of new and used oil samples with specific technical requirements. Qualified laboratories must be ISO 17025-certified, capable of processing up to 100 samples per day, and complete test slates within two business days of receipt. Proposals will be evaluated based on technical capability and past performance, which are significantly more important than price, with contractors required to submit three volumes: Technical Capability (limited to 10 pages), Past Performance (three relevant contracts), and Price. All proposals must be received by February 24, 2025 at 13:00 EST, with questions submitted in writing to Seth.A.Andrew@uscg.mil.

The contract is being solicited on an unrestricted basis with no specific set-aside, targeting Testing Laboratories and Services (NAICS 541380). The Government anticipates awarding a single Requirements contract with fixed-price delivery orders covering one 12-month base period from March 11, 2025 through March 10, 2026, with four additional 12-month option periods potentially extending through March 10, 2030. The place of performance is located in Chesapeake Hill, Maryland (CHSTNT HL CV, MD 21226), with an anticipated annual sample volume of approximately 8,000 tests. The contract includes provisions for analyzing up to seven different test slates for oils and coolants, with sample quantities ranging from 150 to 2,800 units across various analysis types. Minimum order value is set at $3,000, with a maximum limit of seven vessels' samples within a 30-day period.
