About this opportunity

The Department of the Air Force Materiel Command Test Center is procuring LabVIEW software subscription renewal services through solicitation FA9300-25-Q-6003. The requirement involves renewing software licenses for the Air Force Research Laboratory's In-Space Propulsion Laboratory at Edwards AFB, specifically for LabVIEW Real-Time Module (2 seats) and LabVIEW Full Development System (6 seats) with one-year Standard Service Program leases. This is a brand-name acquisition for National Instruments LabVIEW software that serves as the unified control system for all propulsion testing operations, including high-speed data collection and processing from power supplies and data acquisition sources. The solicitation was posted on September 3, 2025, with a proposal due date of September 10, 2025, providing vendors with only seven days to respond. The procurement follows FAR 13 Simplified Acquisition Procedures and includes a Single Source Justification due to the specialized technical requirements that only National Instruments can fulfill.

This opportunity is designated as a 100% small business set-aside under NAICS code 513210 (Software Publishers) with a size standard of $47 million. The contract structure includes a base year with four option years (CLINs 1001-1002, 2001-2002, 3001-3002, and 4001-4002), though specific award values are not disclosed in the solicitation. The existing volume license agreement service ID MJAI-4WTKEP indicates there is a current relationship with National Instruments for these services. Performance will take place at Edwards Air Force Base, California, where the Air Force Research Laboratory conducts critical in-space propulsion testing missions. The procurement represents a continuation of essential software support services that enable the laboratory's testing capabilities and mission requirements.
