About this opportunity

The U.S. Geological Survey Office of Acquisitions and Grants issued a sole source justification for atmospheric deposition monitoring services at the NADP site LA30, with a response deadline of June 19, 2026. The USGS Water Mission Area intends to award a Firm-Fixed-Price purchase order to Mr. Kevin Horner for operation of the National Trends Network wet precipitation collection station in Louisiana. The contractor must conduct weekly site visits to collect, process, and ship precipitation samples; collect and transmit precipitation gage records and associated data; and perform routine instrument checks, maintenance, and repairs. The period of performance is 12 months base plus four optional 12-month periods. The USGS network coordinates with the Wisconsin State Laboratory of Hygiene on site specifications, maintenance, and data verification. The USGS justifies the sole source award on Mr. Horner's unique expertise in atmospheric deposition monitoring and his established involvement in the NADP/NTN program, asserting he is the only reasonably available source. Interested vendors must submit an affirmative statement of capability to Contracting Officer Brian Baker at brian_baker@ios.doi.gov by 12:00 PM EST June 20, 2026.
