About this file
This is an Intent to Award and Sole Source Justification document for a USGS atmospheric deposition monitoring services contract.
The USGS Water Mission Area seeks to award a Firm-Fixed-Price sole source purchase order to Mr. Kevin Horner for the operation of NADP/NTN wet atmospheric monitoring station site LA30. The contractor must operate a field-located precipitation collection station on a weekly basis as part of the USGS National Trends Network (NTN). Required services include weekly site visits to collect, process, and ship precipitation samples; collect, process, and transmit associated data including precipitation gage records; and perform routine instrument checks, maintenance, and repairs as needed. The period of performance comprises a 12-month base period plus four optional 12-month periods. The entire NADP network contracts with the Wisconsin State Laboratory of Hygiene (WSLH), with site operators coordinating directly with WSLH personnel regarding site specifications, maintenance, performance, and data verification. The USGS justifies the sole source award based on Mr. Horner's unique involvement in the NADP/NTN Program and specialized expertise in atmospheric deposition and air quality monitoring and research, stating he is the only reasonably available source to complete the requirement. Interested vendors must contact the Contracting Officer, Brian Baker, via email at brian_baker@ios.doi.gov no later than 12:00 PM EST on Wednesday, June 20, 2026, with an affirmative statement of capability to provide the same services.

Intent to Award Language:
The USGS is seeking the procurement of the operation of NADP/NTN wet atmospheric monitoring station designated site LA30. Contractor is to operate a field located precipitation collection station, on a weekly basis, as part of the USGS National Trends Network (NTN).
Period of Performance will be for a 12-month base period, plus four (4) 12-month option periods.
The entire NADP network contracts with the Wisconsin State Laboratory of Hygiene (WSLH), and site operators deal directly with key personnel at WSLH regarding site specifications and maintenance, their performance, site operations, checking of data contained in the Reports Form, arranging for provision of needed replacement parts and when necessary, guidance and training. As appropriate, a WSLH employee or the site operator can contact the USGS directly for assistance or guidance.
The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Mr. Kevin Horner, unless it is contacted by any who believes they can provide the same service. Vendors are invited to contact the Contracting Officer, Brian Baker via email at brian_baker@ios.doi.gov no later than 12:00PM EST, Wednesday, June 20, 2026, with an affirmative answer.
Sole Source Justification States the Following Part:
The USGS, Water Mission Area, Observing Systems Division, Hydrologic Networks Branch requests award of a Firm-Fixed-Price sole source purchase order to Mr. Kevin Horner. The anticipated period of performance is one year from date of award with four one-year option periods thereafter.
The acquisition is to provide atmospheric deposition station operation services for a cooperatively supported station between the USGS, the site owner, and operator in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN). Operation of a NADP/NTN wet atmospheric monitoring station. Operation requires weekly site visits to the site to collect, process, and ship the precipitation sample, collect, process and transmit associated data with the site including the precipitation gage record and perform routine instrument checks, maintenance and repairs as needed.
Mr. Kevin Horner is the only source reasonably available to complete the requirement due to current involvement in the NADP/NTN Program and in atmospheric deposition and air quality monitoring and research.
