About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking seawater services for its Southwest Fisheries Science Center La Jolla Laboratory through a single/sole source procurement. The agency intends to award a firm fixed-price contract to the University of California at San Diego (UCSD) for a continuous flow of seawater pumped from the Scripps Institution of Oceanography (SIO) pier intake. Interested sources are required to submit a capability statement that includes technical data and cost information demonstrating their ability to meet the requirement by May 21, 2025, at 1400 Pacific Time. Responses must be emailed to Madison Vogeler and Jenna Taulman, with a specific subject line format and attachment size limitations. The government will review all capability statements to determine whether to proceed with a competitive or sole source procurement, with the final determination solely at the government's discretion.

The contract is not set aside for any specific business category and has an estimated annual value of $185,011.20 for providing approximately 80 gallons per minute of seawater. The performance period will run from September 14, 2025, to September 13, 2026, with pricing set at $0.44 per 100 gallons delivered. The sole source justification is based on UCSD's unique infrastructure, including a seawater system valued at $50 million and owned by UC Regents, with NOAA having been located on the SIO campus since the 1930s. The Ground Lease specifically requires NOAA to pay UC Regents for seawater usage, and previous contracts with UCSD SIO have been in place since 2016. The procurement is being conducted under Federal Acquisition Regulation (FAR) provisions that allow single-source acquisitions for specialized requirements.
