About this opportunity
The Uniformed Services University of the Health Sciences seeks quotes for L3Harris XL-95 portable radios and accessories under a total small business set-aside, with proposals due June 1, 2026 and questions due May 22, 2026. Amendment 0001 was issued May 22, 2026.
This is a brand-name-only procurement under FAR Parts 12 and 13 simplified acquisition procedures. The requirement does not exceed the Simplified Acquisition Threshold and will be awarded to a single source among authorized small business distributors. Place of performance is Bethesda, Maryland.
The procurement requires 30 XL-95P portable radios configured with P25 Phase 2 TDMA, 256-AES and 64-DES encryption, P25 trunking, P25 Over-the-Air Rekey capability, 3100 mAh lithium-ion battery, helical antenna, standard belt clip, and single-unit charger, along with programming services for all units. One XL-185M single-band mobile radio system with desktop cabinet (120V, North America), control head, microphone, and programming services is also required. All radios must be pre-programmed with codeplug and encryption information provided post-award by the Government through Naval Support Facility Dahlgren's Communications and Information Technology Department. Offerors must submit an authorization letter from L3Harris verifying authorized distributor status and confirmation of genuine OEM parts. The Buy American Certificate requirement may be completed using manufacturer country-of-origin information from L3Harris or an authorized dealer. All quotes must acknowledge Amendment 0001 via completed SF-30 form or equivalent; failure to acknowledge may result in non-responsive determination.
Award will be made on a best-value basis considering technical factors (processes, quality control, delivery schedule), past performance history within the past three years (evaluated using Supplier Performance Risk System and Contractor Performance Assessment Reporting System), and price reasonableness. Quote prices must remain valid for 30 days and include all shipping costs. Quoters must be registered and active in SAM.gov; email submission is required to Contracting Officer Christopher White and Contract Specialist Kaysie Taylor. NAICS code is 334220; PSC is 5820.
