About this file
This is a Justification and Approval for Other than Full and Open Competition under FAR Part 13, issued by the Uniformed Services University of the Health Sciences (USUHS), Acquisitions Directorate. The document authorizes a brand name only, firm fixed price contract award for L3Harris XL-95 portable radios and accessories for emergency communications. The requirement does not exceed the Simplified Acquisition Threshold (SAT) and will be solicited to a single source.
The Department of Military Emergency Medicine requires the L3Harris XL-95 radios specifically because they must be compatible with the existing emergency communications system used by USUHS Security Division and NSAB Security and Emergency Management. Although L3Harris manufactures the radios exclusively, multiple authorized small business distributors can provide the equipment, making this a total small business set aside under simplified acquisition procedures. The contracting officer will determine fair and reasonable pricing based on competitive quotes or comparison with previous purchase prices. Market research confirmed the equipment's proprietary status, and no other sources expressed written interest in the acquisition. The agency has committed to monitoring the marketplace for alternative compatible sources and conducting competitive acquisitions for follow-on radio system procurements. The justification was approved as of May 13, 2026, and is not being published to the Governmentwide Point of Entry due to the requirement being under $25,000.
