About this opportunity
The Defense Logistics Agency Land and Maritime has issued a sources-sought announcement for technical assistance services to support the Government of Kuwait's Patriot missile defense systems under Foreign Military Sales. The contractor will provide comprehensive support including planning, training, maintenance, and sustainment for Kuwait's Phased Array Tracking Radar to Intercept on Target (PATRIOT) weapon systems and associated equipment. The selected contractor must staff an overseas Continental United States location in Kuwait with personnel meeting specific classification requirements, quantities, and duration as determined by the contract. This pre-solicitation notice serves purely for market research and planning purposes, with no current commitment from the U.S. Government to issue a formal solicitation. Interested parties have until August 24, 2025, to submit responses via email to the designated contracting officers Robert Hoffmann and Johnny Woods.
The opportunity does not utilize any set-aside designation and currently identifies Raytheon Company (CAGE Code 05716) located in Andover, Massachusetts, as the only known source capable of providing these specialized services. The announcement does not specify contract values, budget ranges, or detailed quantities of personnel required, as this information will likely be provided in any subsequent formal solicitation. The timeline for services and specific staffing numbers remain undefined in this initial market research phase. The Government emphasizes that responses are voluntary and that non-participation in this RFI will not prevent companies from competing in future solicitations if issued. All submissions must be made electronically to the specified contracting officers, as no other submission methods will be accepted.
