About this opportunity

The Department of the Interior Fish and Wildlife Service seeks procurement and delivery of one Agriculture Utility Tractor for Flint Hills National Wildlife Refuge, with quotes due June 19, 2026 at 5:00 p.m. EDT. This is a 100% Total Small Business set-aside, firm-fixed price contract. Amendment 002, posted June 10, 2026, reinstated the small business set-aside after Amendment 001 had temporarily dissolved it; the current solicitation reflects the reinstated set-aside status.

Place of performance and delivery is 530 W Maple Avenue, Hartford, Kansas 66854. The tractor must meet salient characteristics including a minimum 125 horsepower diesel engine with 97 PTO horsepower, EPA Final Tier 4 compliant turbocharged emissions, minimum 16 forward/16 reverse transmission with clutchless power shifting, 80 L/Min hydraulic pump with minimum three mechanical SCVs, 540/1000 RPM rear PTO with electro-hydraulic operation and 40% torque rise, 4WD unsuspended front axle with adjustable steel wheels, hydrostatic steering with dynamic load sensing, 12,023-pound rear hitch lift capacity, minimum 46.2-gallon fuel capacity, 13,779-pound base weight, and connected support technology enabling remote monitoring of alerts, engine hours, fuel levels, and machine location. A 2-year/2000-hour factory base warranty with extended warranty purchase options is required.

Period of performance runs June 24, 2026 to September 30, 2026. The government will trade in a 2014 John Deere 6125R (Serial # 1L06125RAEH803799) in fair overall condition, to be picked up within one month of delivery. Offerors must submit quotes itemizing equipment year/make/model, delivery costs, lead time, trade-in allowance value, and final total price, along with operator and maintenance manuals, warranty terms, parts lists, technical specifications, manufacturer contact information, and safety certifications. Evaluation uses Best Value Trade-off methodology considering technical acceptability, competitive pricing, competitive delivery schedule, trade-in value, and positive past performance verified through CPARS/CRA and reference checks. Technical acceptability and past performance are significantly more important than price for establishing acceptability; price becomes the determining factor once acceptability is established. NAICS code is 333111 with a 1,250-employee size standard. Contact: Khalilah Brown, Contract Specialist, 703-468-8291; khalilah_brown@fws.gov.
