About this opportunity

The Millennium Challenge Corporation (MCC) has issued a Special Notice for a procurement opportunity in Kosovo focused on designing and building utility-scale Battery Energy Storage Systems (BESS) and transmission connection infrastructure. This project is part of a Millennium Challenge Compact valued at approximately USD 202 million, aimed at reducing poverty through economic growth in Kosovo. The procurement is divided into two lots: Lot 1 with 45MW/90MWh capacity and Lot 2 with 125MW/250MWh capacity. The notice is specifically a Pre-Qualification Document (PQD) inviting applications from potential contractors for this energy infrastructure project. The procurement is being managed by the Millennium Challenge Account - Kosovo (MCA-Kosovo) and will be funded through MCC funding.

Interested contractors must submit Applications for Pre-Qualification (AFPs) by February 14, 2025, at 14:00 Kosovo local time through a specified File Request Link. The pre-qualification process is open to all eligible offerors as defined in the MCC Accountable Entity Procurement Policy & Guidelines. A pre-qualification conference will be held via webinar on December 23, 2024, which is strongly recommended for prospective applicants. The project is part of a broader Compact Program that includes three primary projects: the Energy Storage Project, Just and Equitable Transition Acceleration Project, and American Catalyst Facility for Development Project. Contractors can obtain the electronic PQD by registering through a provided link and can seek additional information by emailing MCAKosovoPA@dt-global.com. The ultimate goal of this procurement is to support Kosovo's energy infrastructure development through advanced battery energy storage systems and transmission connection infrastructure.
