The contract requires the contractor to develop publications and promotional materials, manage the huduser.gov website and associated digital platforms, execute information distribution services across print and digital channels, and maintain detailed project documentation including monthly progress reports and management work plans. Key requirements include maintaining 99.9% website availability, implementing NIST and FISMA-compliant cybersecurity protocols, ensuring Section 508 accessibility compliance, and supporting PD&R's research dissemination and knowledge-sharing objectives. The solicitation is structured as a pre-solicitation notice with interested parties required to submit capability statements demonstrating technical and organizational capacity. The deadline for responses is January 15, 2026, with procurement conducted through sources sought to evaluate contractor qualifications before the formal solicitation is released.
This procurement carries no small business set-aside designation and will be pursued through full and open competition. The contract is valued at approximately $26 million and will be performed over one 12-month base year with four optional 12-month renewal periods, for a potential total contract value of $130 million if all options are exercised. The work will be performed at the contractor's facility, and the contract is classified under NAICS 541511 (Custom Computer Programming Services) and PSC AJ11 (General Science and Technology R&D Services). The Performance Work Statement indicates that the contractor may be required to transition the huduser.gov website to a hud.gov subdomain during the first option year, and performance will be subject to metrics with potential invoice deductions for non-compliance with availability and service level standards.

Responsibilities also include updating and optimizing associated databases, supporting systems development, and delivering innovative improvements that strengthen functionality, usability, performance, and security cross all platforms.
