About this opportunity
The Defense Logistics Agency (DLA) Land and Maritime is seeking sources for Kit, Seal Replacement Parts, specifically for National Stock Number (NSN) 2590-01-685-1150. Currently, Stratus Systems is the sole approved source for these components, with the government indicating that competitive solicitation is challenging due to economic and technical constraints. The agency is requesting potential manufacturers submit comprehensive Source Approval Request (SAR) packages to demonstrate their ability to produce parts equivalent to or better than the Original Equipment Manufacturer (OEM) standards. Interested companies must submit their information directly to Contract Specialist William Perez at william.perez@dla.mil by April 21, 2025. The evaluation will focus on technical capabilities, manufacturing quality, and the contractor's ability to meet the specific requirements of the seal replacement parts.
There are no specific set-aside designations for this procurement, and the opportunity is open to potential manufacturers who can meet the technical specifications. While the exact award value is not specified, the procurement is for vehicular seal replacement components classified under NAICS code 339991 for Gasket, Packing, and Sealing Device Manufacturing. The government emphasizes that companies wishing to be considered as an approved source must thoroughly document their manufacturing capabilities through the DLA Land and Maritime Alternate Offer/Source Approval Program. Interested parties can find detailed submission guidelines on the DLA Land Maritime website, with the ultimate goal of expanding the current single-source situation for these critical seal replacement parts. The procurement appears to be driven by the need for high-quality, technically precise replacement components for specific vehicular applications.

The AMC/AMSC for the NSN listed above is “3 D”
AMC "3" Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. "
AMSC "D" The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Stratus Systems is the only company at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time. Based on all available information provided to the Contracting Officer, no other source can provide this item.

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.
Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
