About this opportunity

The U.S. Army Corps of Engineers (USACE), Baltimore District published this Special Notice on March 27, 2026, to announce an Industry Day event for the Kimbrough Ambulatory Care Center construction project at Fort Meade, Maryland. The event was held on April 27-28, 2026, in Baltimore and provided industry representatives with a comprehensive overview of the project and opportunities to engage with government experts. The notice clarifies that participation in the Industry Day does not constitute a commitment to award a contract or provide competitive advantage. A total of 32 firms and 50 representatives attended the event, representing general contractors, engineering firms, healthcare corporations, and specialty contractors. The Defense Health Agency and USACE sought to gather industry input on this vital military healthcare infrastructure project.

The primary objective of this Industry Day was to present the scope and requirements for a new 150,000-square-foot ambulatory care center consolidating outpatient and dental services at Fort Meade, and to solicit innovative industry solutions. The government intends to utilize a Design-Build acquisition method with a targeted construction award in Q2 FY29, and the presentation included programmatic requirements such as the Program for Design and Facility Planning Functional Program documents. Registration for the event required submission of surveys by April 13, 2026 at 1600, and attendance was limited to two persons per firm due to venue capacity constraints. The project scope encompasses construction of a new ambulatory care center and central utility plant, surface parking, demolition of six buildings, and supplemental utility and relocation work. Interested contractors could attend the event to understand project requirements and engage in one-on-one interview sessions with government and Design Health Agency representatives.
