About this file
This is an Industry Day presentation for the Kimbrough Ambulatory Care Center (KACC) project at Fort George G. Meade, Maryland, hosted by the U.S. Army Corps of Engineers (USACE) Baltimore District on April 27-28, 2026. The Defense Health Agency (DHA) is seeking a new ambulatory care center to consolidate outpatient and dental services in a modern, properly sized facility. The new facility will support primary care, dental care, behavioral health, optometry, musculoskeletal services, audiology and hearing conservation, specialty services, preventative medicine, laboratory, radiology, pharmacy, and support services.
The project scope includes constructing a new ambulatory care center of approximately 150,000 square feet, a new central utility plant, and surface parking, along with demolition of Buildings 2473, 2474, 2475, 2476, 2481, and 2480, while maintaining existing KACC (Building 2480) functionality throughout the project. The government intends to use a Design-Build acquisition method with construction award targeted for Q2 FY29 and is actively seeking industry innovative solutions. The RFP will include programmatic requirements such as Program for Design (PFD) and Facility Planning Functional Program (FPFP), with the design team responsible for confirming program requirements and developing layouts during execution. Supplemental projects include relocating Building 2474 tenants to renovated space in Building 4418 W, providing temporary locations for Buildings 2476 and 2481 tenants, installing a dedicated chiller plant at Building 2490, and providing independent utilities to Building 2484.
