About this opportunity

The Drug Enforcement Administration (DEA) has published a Special Notice announcing its intention to award a sole source purchase order to General Dynamics Mission Systems for KG-175F TACLANEs, which are advanced encryption devices designed to secure communications on the DEA's Intel Support Systems classified networks. This Special Notice, posted on February 26, 2026, is issued under the authority of the Competition in Contracting Act (41 U.S.C. 253(c)(1)) and FAR 6.302-1, which permit other than full and open competition when only one responsible source can satisfy agency requirements. The KG-175F TACLANE is classified as a Controlled Cryptographic Item (CCI) that has been approved by the National Security Agency and is the sole authorized encryption device for the DEA's Merlin and Speedway classified networks. General Dynamics Mission Systems holds the exclusive capability to provide this equipment, and therefore no competitive solicitation will be conducted.

The primary objective of this procurement is to replace legacy TACLANE equipment currently deployed in DEA field operations while ensuring seamless integration with the agency's existing cryptography management system and hundreds of already-deployed devices. All interested parties must submit written communications by March 13, 2026 at 4:00 PM Eastern Time to the point of contact, Calvin Jackson at calvin.jackson@dea.gov. Only General Dynamics Mission Systems is eligible to submit an offer, as the sole source determination precludes participation by other contractors. The performance period is scheduled to run from September 19, 2026 through September 18, 2027, and the Government anticipates awarding a firm-fixed price purchase order governed by FAR Part 12.3 provisions applicable to commercial items. The Contracting Officer will determine price fairness and reasonableness prior to award in accordance with established federal acquisition regulations.
