About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document submitted by the Drug Enforcement Administration (DEA) for a single-source procurement of TACLANE encryption equipment. The procurement, identified as D-26-TC-0076 and processed by the Office of Acquisition and Relocation's Information Systems Division in Merrifield, seeks to replace legacy TACLANE equipment currently deployed in the field. The period of performance runs from September 19, 2026 through September 18, 2027. The total estimated value of the procurement is not specified in the document.

The justification cites 41 U.S.C. 3304(a)(1) and FAR 6.302-1 as the statutory authority, asserting that only one responsible source—General Dynamics Mission Systems—can fulfill the requirement. The KG-175F TACLANE is identified as a Controlled Cryptographic Item (CCI) that is NSA-approved and the only authorized encryption device for DEA's Merlin and Speedway classified networks. The equipment must integrate with DEA's existing key cryptography management system and hundreds of currently deployed TACLANE devices. No market research was conducted due to the CCI classification and single-source availability. The Contracting Officer will determine price fairness and reasonableness using FAR 13.106-3(a)(2)(ii) prior to award. The document was signed by requesting official Gary Newcomb on February 25, 2026, with subsequent approvals from the Contract Specialist Calvin Jackson and Contracting Officer Randy Bell on the same date.
