About this opportunity
The Department of the Interior Bureau of Land Management Oregon-Washington Region seeks reconstruction of approximately 2.59 miles of barbed wire fence along the Klamath River Canyon Rim in Klamath County, Oregon, with quotations due September 11, 2026. The procurement is set aside for small business concerns and carries an estimated contract value between $100,000 and $250,000.
Place of performance is the California-Oregon state line on the western edge of Klamath County, accessible via Highway 66 near Keno, Oregon, with portions requiring foot access due to terrain. Work includes removal and disposal of old fence material (approximately 1.3 miles on private land), clearing brush and felling hazard trees across 3.14 acres, construction of approximately 13,675 linear feet of standard 4-wire fence with three barbed wires and one smooth bottom wire, and installation of five Type A wire gates with cheater bars and wooden stays. T-posts must be spaced no more than 20 feet apart; corners and H-braces must be constructed from 2.5-inch drill stem pipe with bolted connections, installed every quarter-mile minimum. Wire specifications require 16-18 inches for the bottom wire, 6 inches for the next two wires, and 12 inches for the top wire, not exceeding 42 inches total height. Fence materials must comply with federal specifications for galvanized steel T-posts, 12.5-gauge barbed wire, and barbless bottom strand wire.
Contractor must commence work within 10 calendar days of notice to proceed and complete all work within 180 calendar days. Performance period runs October 1, 2026 through March 31, 2027. The procurement is subject to Davis-Bacon Act prevailing wage requirements for Klamath County, Oregon, with rates ranging from approximately $20.52 to $60.98 per hour plus fringe benefits. Performance and payment bonds at 100 percent of contract price are required, along with liability insurance of $500,000 per occurrence. Evaluation is based on technical acceptability and lowest price. Award will be made to the responsible quoter whose quote is most advantageous to the Government. Amendment 0001, issued August 26, 2026, does not extend the deadline but requires contractors to acknowledge receipt prior to quotation submission.
