About this opportunity

The U.S. Army Corps of Engineers, Detroit District, is soliciting bids for the repair and modification of the West Breakwater in the Keweenaw Waterway (Upper) Entry near Houghton, Michigan. The project involves modifying a 2,645-foot-long breakwater consisting of timber crib and rubble mound construction to prevent non-native stamp sand from migrating into the Federally Authorized Channel, which has been increasing maintenance costs and dredging frequency. The scope of work includes excavation, hauling, and disposal of stamp sand within a specified confined disposal facility, excavation and rework of existing armor stone, and supply and placement of bedding stone (D-Stone), core stone (C-Stone), and armor stone (A-Stone) along with incidental related work. The solicitation is structured as an Invitation for Bid (IFB) with improvements to be completed from station 0+30 to station 4+00, plus optional improvements from station 4+00 to station 4+50. The original bid due date was August 7, 2025, at 2:00 PM Eastern, and Amendment 0001 updated the wage determination while maintaining this deadline.

This procurement opportunity was issued without any set-aside designations, making it available to all qualified contractors under the unrestricted competition format. Based on the bid abstract, six companies submitted proposals with bid amounts ranging from $1,836,178.12 to $6,791,918.69, with Roen Salvage Co. submitting the lowest bid at $2,133,900.00 and MJO Contracting Inc. bidding $2,525,362.74. The project addresses infrastructure originally constructed beginning in 1898, with the outer 1,800 feet completed in 1933, and the last major rehabilitation occurring in the early 2000s. The work involves specific tonnage requirements for different stone types across the two designated station areas, with detailed specifications for stone placement and armor stone installation. Performance will take place in Houghton, Michigan, addressing critical infrastructure maintenance needs for this federally maintained waterway entry system.

***Posting of the Bid Abstract**** Amendment 0001 is issued to update Wage Determination MI20250045. The bid suspense date remains the same on August 7, 2025 at 2:00 PM (Eastern). Reference the amendment document for full details. ****This Invitation for Bid (IFB) is being solicited as unrestricted. The United States Army Corps of Engineers (USACE) owns and maintains the West Breakwater in the Keweenaw Waterway (Upper) Entry near Houghton, Michigan. The breakwater is approximately 2,645 feet long and consists of timber crib and rubble mound construction. The inner 845 feet is a timber crib with concrete cap covered in armor stone. The remaining 1,800 feet of the breakwater is rock filled timber crib covered in armor stone. The breakwater was constructed as part of several projects that began in 1898 with the outer 1,800 feet finished in 1933. Rehabilitation projects have also been completed on the breakwater with the last occurring in the early 2000s. Non-native stamp sand is currently migrating through and/or over the breakwater into the Federally Authorized Channel which is increasing the frequency and costs related to keeping the channel at its authorized depth. The breakwater will be modified by increasing the height and providing filter material to prevent passage of stamp sand material through and/or over the breakwater into the channel. Improvements will be completed from STA 0+30 to STA 4+00 with optional improvements from STA 4+00 to STA 4+50. The work includes the excavation, hauling, and disposal of stamp sand within the specified confined disposal facility, the excavation and rework of existing armor stone, and supply and placement of bedding stone (D-Stone), core stone (C-Stone), and armor stone (A-Stone), and incidental related work.
