About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center (AFLCMC) at Wright Patterson Air Force Base is conducting a Request for Information (RFI) to gather market research on operations and sustainment services for the consolidated KC-46 Aircrew and Maintenance Training Systems. The government seeks to identify contractors capable of providing comprehensive support across all Main Operating Bases, including Contractor Logistics Support, Training System Support Center operations, courseware management, cybersecurity compliance, and program management. Respondents must address eight questions organized into two sections: Corporate Capability and Experience, which requires submission of up to three relevant contract examples, transition approach for concurrent takeover from two incumbent contractors, and small business participation strategy; and Acquisition Strategy Feedback, which solicits input on performance metrics, benefits of consolidating training system operations, recommended contract line item structures, and data rights management. The government will not utilize any set-aside designation for this procurement. The response deadline is 9 March 2026 at 0900 EST, with a maximum response length of 20 pages in Microsoft Word or PDF format.
The anticipated award will be issued as a Task Order under the Training Systems Acquisition (TSA) IV IDIQ contract with a Period of Performance of approximately six years, consisting of a 90-day transition period, one one-year base period, and four one-year option periods with a potential six-month extension. The contract will be predominantly Firm-Fixed-Price (FFP) with the goal of maximizing competition opportunities, particularly for small businesses by separating this operations and sustainment effort from the KC-46 Training System Production contract. The RFI does not commit the government to issue a subsequent Request for Proposal or to award a contract, and interested parties should note that respondent costs will not be reimbursable. Responses must be submitted electronically to three designated government contacts by the established deadline, with detailed submission instructions and contact information provided in the formal RFI documentation.
