About this opportunity

The U.S. Army Corps of Engineers, Kansas City District is procuring construction services for UPRR Closure Structures in Kansas City, Kansas through a Firm-Fixed-Price, Design-Bid-Build contract. The project involves constructing four closure structures (two stoplog and two sandbag) at Union Pacific Railroad bridges crossing the Armourdale and Central Industrial District Levee Units, with associated floodwall construction and integration into existing levee systems. Prime contractors must demonstrate experience working within railroad right-of-way, and the project requires fabrication of stoplog components, test-fit operations, and obtaining temporary track outages from UPRR. Key requirements include submittal approvals, phasing plans, temporary shoring plans, flagging operations for activities within 25 feet of track, and provision of stoplog storage structures on each levee unit. The solicitation is scheduled for posting on SAM.gov on or about March 9, 2026, with bids due approximately 45 days thereafter. Specific evaluation criteria beyond technical and cost considerations are not detailed in this pre-solicitation notice.

This is an unrestricted, full and open competitive acquisition with no set-aside designation, making both small and large businesses eligible to compete. No incumbent contractor or award value is identified in this pre-solicitation notice. The project encompasses four distinct closure structures distributed across two railroad bridge locations—the south bridge (UPRR #3) with two mainline tracks and the north bridge (MOPAC) with two additional tracks—requiring coordination across two separate levee units on both the west and east sides of the Kansas River. While the exact timeline for project completion is not specified in this notice, the work involves complex coordination with UPRR for track outages, construction phasing, and safety operations that will likely extend across multiple seasons.

Notice text

The U.S. Army Corps of Engineers, Kansas City District intends to solicit and award a Firm-Fixed-Price (FFP),  Design-Bid-Build (DBB) contract for the Construction of UPRR Closure Structures in Kansas City, KS

The requirement is an Unrestricted/Full and Open competitive acquisition; both small and large businesses are eligible to respond.

The project includes construction of four (4) closure structures (two stoplog and two sandbag) located on either side of two Union Pacific Railroad (UPRR)-owned bridges crossing the Armourdale (ARM; West side of the Kansas River) and Central Industrial District (CID; East side of the Kansas River) Levee Units. The south bridge (UPRR #3) contains two sets of railroad tracks: Mainline Track No. 1 and Mainline Track No. 2. The north bridge (MOPAC) contains two sets of railroad tracks: Track No. 3 and Track No. 202. Floodwalls are to be constructed to the north and the south of the closure structures and tie into existing floodwalls on the ARM side. Closure structures on the CID side connect to earthen levees. Stoplogs and all stoplog components will be fabricated for the project, and once construction of the stoplog closure structures is complete, a test-fit of the stoplogs across Mainline Track No. 1 and Mainline Track No. 2 is required.

Prime Contractor construction experience within railroad right-of-way is required.  To facilitate construction and test-fit of the stop logs, UPRR will require approval of construction submittals, including a phasing plan and temporary shoring plans, and obtaining temporary track outages. Construction will require flagging operations for all activities within 25 feet of the track or if equipment has the potential to foul track.

Stoplog storage structures are to be provided to store all stoplog components on each levee unit.

The solicitation will be posted and available on SAM.gov on or about 09 March 2026 and bids will be due approximately 45 days later. The solicitation, including any amendments, shall establish the actual proposal due date.
