About this opportunity
The United States Air Force's 700 CONS/PKA contracting office at Kapaun Air Station, Kaiserslautern, Germany, intends to procure four portable light towers, with an anticipated award date of May 8, 2026. No small business set-aside applies due to the overseas location requirement.
Each unit is a mobile, diesel-powered, trailer-mounted lighting system equipped with four or more high-efficiency 320W LED floodlights producing a minimum total luminous flux exceeding 211,000 lumens and illuminating at least 9,200 square meters. The system features a hydraulic vertical mast with approximately 340-degree rotation capability for precise light positioning and provides auxiliary power through an integrated alternator delivering at least 4.2 kVA at 240V, with an external 16A outlet socket for ancillary equipment. All units mount on road-ready trailers with foldable drawbars to minimize storage and transport footprint. Trailers must include all lighting and components necessary to be road-legal; folding hitches are preferred to allow end users to ship multiple units with minimal space impact.
Evaluation follows commercial item procedures under FAR 52.212-2 using the most advantageous to government standard, with technical evaluation and approval by the end user. Awards will consider proposals exceeding minimum requirements, such as higher lumen output, increased coverage, or higher alternator capacity. Illumination parameters will be determined from specification sheets for similar commercially available units used on previous projects rather than exact lux values specified in the solicitation.
Interested offerors are encouraged to provide technical specifications and photographs of proposed equipment. Funds are currently available.
