About this opportunity

The U.S. Geological Survey (USGS), operating under the Department of the Interior, is seeking a contractor to provide 6,000-hour main engine and turbocharger maintenance services for the Research Vessel Kaho's two MTU 8V-2000 diesel engines (serial numbers 531101413 and 531101414). The contractor must supply all labor, tools, materials, and marine repair resources to perform comprehensive maintenance in accordance with the manufacturer's maintenance schedule, including turbocharger overhauls, fuel system servicing, coolant system drainage and flushing, intercooler and cooler cleaning, and operational testing to confirm satisfactory engine performance. The work must be executed by qualified MTU technicians using OEM-specification parts unless otherwise approved by the USGS Technical Representative. Evaluation will be based on two primary factors of equal importance—technical performance and key qualifications (Factor 1) and past performance (Factor 2)—both weighted more heavily than price (Factor 3), with award made to the responsible offeror offering the most advantageous quotation considering cost and technical merit. The deadline for quote submission is 5:00 P.M. Eastern Time on March 19, 2026, with a question cutoff of 1:00 P.M. Eastern Time on March 12, 2026. Quotations must be submitted electronically to bwilson@usgs.gov.

This solicitation is set aside exclusively for small business concerns under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance), with a size standard of $12.5 million in average annual receipts. No incumbent contractor is identified in the solicitation materials. The contract will be awarded as a firm-fixed-price arrangement, with no specific budget range disclosed in the available documentation. The performance period is scheduled from May 4, 2026 through June 5, 2026, with work to be conducted dockside at the vessel's home port located at 17 Lake Street, Oswego, New York, during routine business hours (7:30 A.M. to 4:30 P.M., Monday through Friday). The USGS will furnish one 55-gallon drum of Amsoil 15W40 HD Diesel and Marine Oil for the final oil change, while the contractor is responsible for removal and proper disposal of existing lube oil in accordance with local regulations.
