About this file

This is Amendment 0002 to a Request for Quotation (RFQ) issued by the USGS OAG Denver Acquisition Branch for 6,000-hour maintenance services on two MTU 8V-2000 diesel engines aboard the Research Vessel Kaho. The amendment reissues the solicitation as a full and open competition with updated evaluation factors and revised specifications, incorporating the correct maintenance schedule numbers and disregarding previous Attachments 1 and 2.

The contractor must provide all labor, tools, materials, and marine repair resources to perform 6,000-hour main engine and turbocharger maintenance at the R/V Kaho home dock in Oswego, New York, between May 4, 2026 and June 5, 2026. Work must be performed by a qualified MTU technician using OEM-specification parts unless otherwise approved by the USGS Technical Representative. All maintenance tasks must comply with Attachment 4 (Correct_MTU 8V2000 M72 Maintenance Schedule) and Attachment 6 (Specification for 6000-hour Engine Maintenance for the RV Kaho_updated). Three optional manufacturer work items (W1009, W2009, W2112) do not apply, but the reinstall of turbos with O-ring replacement and two 4000-hour maintenance tasks (W1006, W1011) must be completed. Following completion, both engines shall be run to confirm satisfactory performance within manufacturer guidelines and to the satisfaction of the USGS Contract Officer's Representative. The Government will furnish one 55-gallon drum of Amsoil 15W40 HD Diesel and Marine Oil for the final oil change. Quotations must be submitted electronically to bwilson@usgs.gov by 5:00 P.M. Eastern Time on March 19, 2026, with a question cutoff of 1:00 P.M. Eastern Time on March 12, 2026. Evaluation will be based on technical performance and key qualifications (Factor 1) and past performance (Factor 2), with both factors of greater importance than price. The award will be made as a firm-fixed-price contract to the responsible offeror offering the most advantageous quotation considering cost and technical merit.

STATEMENT OF WORK FOR 6,000 HOUR MAINTENANCE FOR TWO MTU 8V-2000 DIESEL

ENGINES ON THE RESEARCH VESSEL KAHO

Introduction:

The USGS Great Lakes Science Center (USGS-GLSC) maintains a fleet of 5 large research vessels that serve as the primary sampling platforms for fishery research on the Great Lakes.

The USGS-GLSC large vessel maintenance plan requires each vessel to undergo a thorough maintenance review and inspection at a shipyard every five years. Some work items must be carried on out outside of the normal schedule. The USGS-GLSC seeks a qualified vendor to inspect and provide all labor, tools, materials and marine repair resources for main engine

6000-hr engine maintenance services on the research vessel R/V Kaho (home port: 17 Lake

St., Oswego, New York).

Background:

The RV Kaho, built during 2010-2012 by Great Lakes Shipyard (Cleveland, OH), is constructed of aluminum, 71 feet in length, and 67 gross tons. The vessel is equipped with two (2) MTU 8V-2000 diesel engines, serial numbers 531101413 and 531101414. Engine hours during 2025 exceeded the 6000-hour mark requiring routine maintenance called out in the attached manufacturer’s guidelines. (See Attachment 4-Correct_MTU 8V2000 M72

Maintenance schedule.)

Scope:

The contractor is required to provide all labor, tools, materials and marine repair resources for 6000-hr main engine and turbocharger maintenance services for the R/V Kaho’s two (2)

MTU 8V-2000 diesel engines, serial numbers 531101413 and 531101414. All maintenance shall be performed by a qualified MTU technician. All parts shall be OEM spec unless specifically approved by USGS Technical Representative and MTU. Specifications for the maintenance items are listed in Attachment 4- Correct_MTU 8V2000 M72 Maintenance

Schedule and in Attachment 6-Please Use_Specification for 6000-hour Engine Maintenance for the RV Kaho_updated.

The work will be completed at the RV Kaho home dock at 17 Lake St., Oswego, New York.

There is truck access to the dock. All work shall be performed in accordance with applicable

United States Coast Guard (USCG) and United States Geological Survey (USGS) regulations and standards and to the satisfaction of the onsite USGS Contract Officer’s

Technical Representative (COR). Access to the dock will be during routine work hours from

7:30am to 4:30pm, Mon-Fri. Work outside of those hours will require approval by the COR.

Applicable Documents:

Attachment 4-Correct_MTU 8V2000 M72 Maintenance schedule

Attachment 6-Please Use_Specification for 6000-hour Engine Maintenance for the

RV Kaho_updated

Technical Requirements:

All 6000-hour maintenance tasks listed in Attachment 4- Correct_MTU 8V2000

M72 Maintenance schedule and Attachment 6-Please Use_Specification for 6000-hour Engine Maintenance for the RV Kaho_updated are to be completed in accordance with the manufacturer’s guidelines by a qualified MTU technician. All parts shall be OEM spec unless specifically approved by USGS Technical

Representative and MTU.

Three optional work items in the manufacturer’s engine Maintenance Schedule (#

M050685/06E), W1009 and W2009 related to centrifugal oil filters and W2112 related to a bilge pump, do not apply to the RV Kaho’s engine configuration and will not be required.

Note: One item not listed in the attached Manufacturer’s engine Maintenance

Schedule, “reinstall of turbos to include replacement of O-rings that seal the exhaust elbow to the bellows”, is listed in Attachment 6- Please Use_Specification for 6000-hour Engine Maintenance for the RV Kaho_updated (section 4.1) and must be completed.

Two tasks associated with the 4000-hr maintenance (W1006, W1011), in the manufacturer’s engine Maintenance Schedule (#M050685/06E) also need completed.

After completion both engines shall be run to confirm satisfactory performance that is within manufacturers’ guidelines and to the satisfaction of the USGS COR.

Deliverables:

All maintenance tasks listed in Attachment 4- Correct_MTU 8V2000 M72

Maintenance schedule and described in Attachment 6-Please Use_Specification for

6000-hour Engine Maintenance for the RV Kaho_updated are complete and engine/turbo condition and performance are within manufacturer’s tolerances.

Engine condition and performance is approved by the onsite COR.
