About this opportunity
The Department of the Air Force Materiel Command Nuclear Weapons Center is seeking small business vendors to provide comprehensive water sampling and analysis services for Kirtland Air Force Base (KAFB). The primary objective is to secure a laboratory capable of conducting environmental water testing in strict compliance with Safe Drinking Water Act (SDWA) regulations, state regulations, and federal environmental standards. Contractors must be prepared to collect, analyze, and report water samples, including microbiological, chemical, and radiological testing, while maintaining precise quality control and chain-of-custody procedures. Interested vendors are required to submit a 5-page Statement of Capabilities (SOCs) demonstrating their ability to meet the Performance Work Statement requirements by May 6, 2025, at 3:00 pm Mountain Daylight Time. The evaluation will focus on the vendor's capability to perform laboratory services, adhere to EPA and New Mexico Environmental Department guidelines, and meet rigorous reporting and analysis standards.
This procurement is designated as a total small business set-aside under NAICS code 541380 (Testing Laboratories and Services), with a current size standard of $19 million. The contract will require the selected vendor to provide all necessary materials, equipment, and personnel to conduct water sample testing, including transportation, delivery, and pickup of samples and associated equipment. The laboratory must be locally certified, capable of handling samples with short "hold" times, and able to upload results to the Safe Drinking Water Information System within 30 calendar days. Performance expectations include immediate reporting of abnormal results, with same-day reporting for any violations of Maximum Contaminant Levels. The solicitation emphasizes strict performance thresholds, allowing no more than one incident per month of failing to prepare samples correctly, submit accurate reports, respond to requests, or upload compliance sample results. While no specific contract value is mentioned, the comprehensive nature of the requirements suggests a potentially significant engagement for the selected small business vendor.
