About this opportunity

The Naval Criminal Investigative Service (NCIS), operating through the Department of the Navy Naval Supply Systems Command, is seeking specialized vehicle upfitting services for their Electronic Storage Detection (ESD) K9 program. The procurement requires comprehensive modification of four law enforcement vehicles with specialized equipment including Whelen siren/light controller systems, front and rear emergency lighting, K9 transport systems, cargo area storage solutions, and window tinting. Contractors must provide new, defect-free components installed by qualified technicians with all wiring properly labeled and routed to prevent damage, along with a minimum one-year parts and labor warranty on all installed components. The solicitation will be evaluated using the Lowest Price Technically Acceptable (LPTA) method, ensuring vendors meet all technical specifications while competing primarily on cost. Responses are due by September 5, 2025, at 12:00 PM EST, with interested dealers required to be located within approximately 300 miles of the vehicle locations in Norfolk and Quantico, Virginia.

This opportunity is designated as a 100% small business set-aside under NAICS code 811121 (Automotive Body, Paint, and Interior Repair and Maintenance) with a size standard of $9,000,000. The contract encompasses upfitting four specific vehicles: two Ford Expeditions (a 2021 Max XLT 4WD and a 2020 XLT 4WD) along with two additional vehicles (a 2021 Dodge Durango and a 2021 Ford Expedition). The work is scheduled in two phases, with two vehicles requiring completion in September-October and two additional vehicles in October-November, all within a 120-day delivery schedule from award receipt. Performance will occur at the vehicle locations in Norfolk, VA, and Quantico, VA, with the first two vehicles to be upfitted in FY25 and the remaining two in FY26. No current contractor or incumbent information was specified in the solicitation documents.
