About this opportunity

The Department of the Navy Strategic Systems Programs seeks custom fabrication and electronics upfitting of a government-furnished 2025 Ford Expedition to create a military working dog transport vehicle, with proposals due September 4, 2026. This is a firm fixed-price WOSB set-aside.

Place of performance is the contractor's facility located within 75 driving miles of Naval Base Kitsap-Bangor, Silverdale, Washington. The contractor must maintain an enclosed, secure, weather-protected automotive shop and disclose its facility name and full address; failure to disclose location renders the quote non-responsive.

The scope comprises five line items: a heavy-duty aluminum K-9 interior containment insert with sliding polycarbonate front window and removable rubber floor mat; aluminum window guards for rear passenger doors with high-airflow design; a microprocessor-controlled dual-sensor heat alarm and emergency egress system with automatic window drop, vehicle alarms, wireless handler pager transmitter, and remote-actuated solenoid door release; a minimum 10-inch auxiliary ventilation fan integrated with window barriers and wired to activate with the heat alarm; and professional installation labor, materials, equipment, and calibration. All work, including removal of factory rear passenger seats and interior trim, must complete within 60 calendar days of contract award. The contractor assumes full responsibility for vehicle security, protection, and liability during custody and must store the vehicle in a locked facility during non-working hours.

The Government will deliver the vehicle within 2 business days of contractor readiness and retrieve it within 5 business days of final acceptance. All K-9 upfitting equipment and materials are contractor-procured; equipment must meet or exceed technical specifications for the 2025 Ford Expedition platform. The heat alarm system must integrate with factory OEM hazard lights. Control interface equipment should be flush-mounted in the front center console or dash-bracket mounted within the driver's line of sight.

Evaluation bases responsibility determination on price reasonableness, technical capability, and past performance. Service Contract Act wage rates apply: Motor Vehicle Mechanic, $26.45; Motor Vehicle Mechanic Helper, $20.53. NAICS code 811111, PSC K025. Contractors must be SAM-registered. Amendment 0001, effective September 1, 2026, extended the due date from September 1 to September 4 and incorporated a Questions and Answers attachment.
