About this file
This is a Questions and Answers document for federal solicitation N6471026Q0012 – AMD 0001 addressing clarifications on K-9 vehicle upfitting work for a Government-furnished 2025 Ford Expedition (VIN: 1FMJU1G81SEA37022).
The document clarifies that the vehicle will be delivered in standard factory configuration without pre-installation preparation, and the contractor is responsible for removing factory rear passenger seats, interior trim, and rear cargo components as necessary. The contractor must procure all K-9 upfitting equipment and materials, including the K-9 containment insert, window barriers, heat alarm/egress system, auxiliary ventilation fan, and related components, with no Government-furnished hardware or electronics. Equipment must meet or exceed technical specifications in the Statement of Work and be specifically designed for the 2025 Ford Expedition; contractors may propose any brand or source meeting these requirements. The heat alarm system must integrate with and trigger the vehicle's factory OEM hazard lights. Control interface equipment should be flush-mounted in the front center console or mounted on an adjacent dash bracket within the driver's line of sight, with split mounting across both areas acceptable. The vehicle is equipped with a standard factory rotary gear shift dial. All procurement, installation, testing, and acceptance must be completed within 60 calendar days of contract award. Formal vehicle inspection and delivery will be coordinated post-award in accordance with contract terms. The Government is not aware of specific manufacturer lead-time constraints and contractors must plan procurement schedules accordingly to meet the 60-day performance period.

Questions and Answers – Solicitation N6471026Q0012 – AMD 0001
1. Is the Government-furnished 2025 Ford Expedition currently outfitted as a police/public-safety vehicle, or is it currently in its standard factory configuration?
Answer: The Government-furnished 2025 Ford Expedition is currently in its standard factory configuration and has not been outfitted with any police or public-safety equipment.
2. Will the vehicle be delivered already stripped down and ready for installation of the K-9 equipment?
Answer: No, the vehicle will not be delivered stripped down.
3. If not, are there any existing seats, lighting, consoles, partitions, wiring, cargo components, trim, or other equipment that the contractor will be expected to remove before beginning the K-9 installation?
Answer: The contractor will be responsible for removing the factory rear passenger seats, interior trim, and rear cargo components as necessary to facilitate the K-9 equipment installation.
4. The Statement of Work requires the heat alarm system to trigger the vehicle's "emergency lights." Can you clarify what is intended by emergency lights?
Answer: The heat alarm system is intended to integrate with and trigger the vehicle's factory OEM hazard lights.
5. If police/emergency warning lighting is already installed, is there an existing lighting controller in the vehicle?
Answer: Not applicable; there is no aftermarket police or emergency warning lighting installed in the vehicle.
6. If a controller or control interface must be installed as part of this work, does the Government have a preferred location, such as the center console or RAM mount/access area?
Answer: The Government's preferred mounting location will be the center console for as much of the equipment allows. The handler must monitor while driving, therefore, it is standard practice to flush-mount this controller directly into the front center console equipment bracket or mount it immediately adjacent on a dash-bracket within impacting the driver's direct line of sight. It is acceptable if the control inface is split across both areas.
7. The Statement of Work states that the contractor is responsible for procuring the K-9 containment insert, window barriers, heat alarm/egress system, auxiliary ventilation fan, and related materials. Please confirm that none of this equipment will be Government-furnished and that the contractor should include procurement of all required equipment in its proposal.
Answer: Confirmed; no K-9 upfitting hardware or electronics will be Government-furnished, and the contractor must include the procurement of all required equipment and materials in its proposal.
8. Are there any Government-approved or preferred manufacturers, model numbers, or equipment sources that the contractor is expected to use, or may the contractor propose equipment that meets or exceeds the stated technical requirements?
Answer: The contractor may propose any equipment brand or source, provided it meets or exceeds all technical specifications in the SOW and is specifically designed for the 2025 Ford Expedition (VIN: 1FMJU1G81SEA37022).
9. Are there any known procurement or manufacturer lead-time considerations the Government is aware of for the required K-9 equipment? The Statement of Work requires all procurement, installation, testing, and acceptance to be completed within 60 calendar days of award, so we want to ensure our proposed procurement schedule is consistent with the Government's expectations.
Answer: The Government is not aware of any specific manufacturer lead-time constraints. Contractors must plan their procurement schedules accordingly to meet the 60 calendar day period of performance from the date of contract award specified within the solicitation.
10. Please confirm whether September 1 is the intended date for the contractor/upfitter to inspect or view the Government-furnished vehicle, or whether vehicle inspection will occur after award.
Answer: Formal vehicle inspection and delivery will be coordinated and will occur post-award in accordance with the contract terms.
11. Is the shifter in the vehicle a column or dial shifter?
Answer: The vehicle is equipped with a standard factory rotary gear shift dial.
