About this opportunity

The Department of Defense Education Activity (DoWEA) intends to solicit commercial off-the-shelf (COTS) print and digital K-5 literacy core instruction, strategic instruction, and assessment resources, with formal solicitation expected on SAM.gov in the September-October 2026 timeframe and RFI response due October 16, 2026 at 1:00 PM EST. DoWEA prefers a single award but may make separate awards for core resources and strategic resources.

Place of performance spans the Americas, Europe/Middle East, and Pacific regions across 160 schools serving approximately 33,900 K-5 students and 1,835 classroom teachers in fiscal year 2026-27.

Core resources must deliver systematic, explicit, research-based instruction aligned to College and Career Ready Standards-Literacy (CCRS-L), including decodable and authentic texts, print and digital assessment systems with machine or hand-scorable options generating performance reports within 24 hours, and standards-alignment correlation documents. Strategic resources must support approximately 4,070 struggling students performing six months or more below grade level, delivering direct instruction in foundational skills, reading comprehension, composition writing, and written expression through evidence-based practices. DoWEA requires a K-5 literacy proficiency tool assessing foundational skills, fluency, vocabulary, and comprehension, administered twice yearly to all K-5 students with adaptive digital administration and data aggregation at classroom, school, district, and system levels.

Professional learning must include synchronous and asynchronous training for classroom teachers, special education educators, multilingual learner educators, strategic literacy instructors, school administrators, subject matter experts, and train-the-trainer participants. Technical support must meet Section 508 compliance and WCAG 2.1 Level AA standards and integrate with Schoology, Google Classroom, and ClassLink single sign-on platforms.

The anticipated period of performance is April 5, 2027 through April 4, 2033. The RFI document was updated October 14, 2026; all previous versions are superseded. This RFI is for information and planning purposes only; the Government will not reimburse response costs.
