About this opportunity
The Department of Defense Education Activity (DoDEA) is seeking to procure 100% digital K-12 Physical Education instructional resources, formative assessments, and professional learning aligned with the 2024 SHAPE America National Physical Education Standards. The contractor must deliver comprehensive teacher resources that promote rigorous instruction, address instructional challenges, differentiate instruction for diverse learners, and include formative assessments to drive data-informed teaching decisions. Professional development is a critical component, with the contractor required to provide six contact hours of training in the base year (consisting of three synchronous webinars and three hours of asynchronous content) and ongoing professional learning in subsequent years. Key technical requirements include FedRAMP Level 2 compliance for cloud services, integration with DoDEA's Schoology learning management system and ClassLink single sign-on platform, Section 508 accessibility standards, and U.S.-based data center storage with AES-256 encryption. The pre-solicitation notice was posted on March 12, 2026, with a submission deadline of March 20, 2026, and interested vendors must be registered in the System for Award Management (SAM) under one of the applicable NAICS codes (611710 Educational Support Services, 513210 Software Publishers, or 513130 Book Publishers) before submitting quotes.
This acquisition is not a small business set-aside and will be conducted as a full and open competition under FAR Part 12 using Simplified Acquisition Procedures, as the contract value falls below the Simplified Acquisition Threshold. The solicitation will be issued as a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract, with DoDEA preferring a single award but maintaining the option to make multiple awards. The contract period consists of a one-year base period running from June 1, 2026 through May 31, 2027, followed by four one-year option periods extending through May 31, 2031, for a total potential five-year performance period. The services will support approximately 350 PE teachers and four above-school-level PE educators across DoDEA's 161 fully accredited schools serving approximately 66,000 children of active-duty military and DoD civilian families in three geographic regions: Americas, Europe, and Pacific. No incumbent contractor or specific award value is identified in the pre-solicitation notice, and all resources must be delivered within three business days of the initial delivery order issuance.
