About this opportunity

The Department of Defense Education Activity (DoDEA) is soliciting a commercial, off-the-shelf (COTS), 100% digital comprehensive instructional solution for K-12 instructional resources and transition education targeted at students with moderate-severe cognitive disabilities. The solution must align with DoDEA's College and Career Ready Standards across English language arts, mathematics, social studies, and science, and include related professional learning and technical support. Key requirements include Section 508 accessibility compliance, FedRAMP Level 2 standards, SCORM compliance, support for single sign-on through ClassLink, and the ability for DoDEA to download and print resources for internal use only. The evaluation will prioritize technical capabilities as the most important criterion, followed by past performance, and then price. Offerors must submit quotations electronically by May 8, 2026 at 12:00 PM EST to the designated government contacts, with questions due by May 1, 2026 at 10:00 AM EST.

This solicitation is set aside exclusively for Women-Owned Small Businesses (WOSB) under NAICS code 611710 with a 1,000-employee size standard, and DoDEA expects to award a single Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base period from August 31, 2026 through August 30, 2027, plus four one-year option periods extending through August 30, 2031. The contract includes minimum quantity of 1 unit and maximum of 11,094 units across all periods, with pricing structured across multiple contract line items covering instructional resources, transition education materials, supplemental licenses, training, webinars, and technical support. DoDEA currently serves 874 students (distributed across K-2, grades 3-5, grades 6-8, and grades 9-12) and 193 teachers across 161 schools in three geographic regions. Performance of work will take place in Alexandria, VA 22350, with the contractor required to provide 24/7/365 resource availability except for scheduled maintenance and no more than one unscheduled downtime per year.

Notice text

DoWEA requires a commercial, off-the-shelf (COTS), 100% digital comprehensive instructional solution for  K-12 instructional resources and transition education for students with moderate-severe cognitive disabilities.  The proposed solution shall include related professional learning and technical support. The Contractor shall  allow DoWEA to download resources as needed. For example, a teacher may want to provide a printed  worksheet for all students or an entire textbook for a student with an individual educational program (IEP)  requiring that accommodation. Notes: DoWEA expects to award one contract for this requirement. All
downloaded/printed resources will be for internal use only.
The proposed solution shall align with (1) DoWEA’s College and Career Ready Standards (CCSS) for  English language arts, mathematics, social studies, and science and (2) and the adopted alternative summative  assessment. Since there is no industry standard for grouping materials, Contractors shall recommend the best  pairings of grade levels or grade bands to their instructional resources.

Note: Attachments identified in this solicitation contain requirements that are integral to the solicitation and must be addressed by Offerors, as applicable.
