About this opportunity

The Defense Health Agency intends to award a sole-source contract to Blood Connection, Inc. for Low Titer O Whole Blood in support of Naval Medical Center Camp Lejeune, with an estimated total value of $521,250 across a base period and four option periods.

The justification rests on geographic proximity and delivery capability. Market research identified only two vendors capable of meeting the medical center's requirements: Blood Connection and American Red Cross. American Red Cross requires standing drop shipment delivery, which the facility determined impractical and cost-inefficient due to waste. Blood Connection is the sole source capable of providing the required minimum of 120 units per year with flexible, as-needed deliveries and the critical ability to deliver STAT orders within 3.5 hours to support emergent trauma and life-saving treatment. A sources sought notice posted on SAM.gov on June 17, 2026, yielded only one response lacking sufficient capability documentation. An intent to sole source notice will be posted for three days to provide additional opportunity for competition. The authority cited is 41 USC 3304(a)(1) and FAR 6.103-1(b). The contract runs from October 1, 2026, through September 30, 2031, with all periods funded through Operations and Maintenance. Blood products must comply with Section 351 of the Public Health Service Act and 21 CFR 600-640. The Contracting Officer, Felicia W. Smith, has certified pricing as fair and reasonable based on comparative vendor pricing analysis. Place of performance is Piedmont, SC (Blood Connection's location), with delivery to Camp Lejeune, NC.
