About this opportunity
This Justification and Approval (J&A) document from the Centers for Disease Control and Prevention (CDC) authorizes a sole source contract to Turner Construction Company for emergency repairs and replacement of ballistic glass, precast concrete, and metal panel facade elements damaged during an active shooter incident at the CDC's Roybal Campus on August 8, 2025. The scope of work includes repair and replacement of approximately 190 damaged windows and facade components across multiple buildings (buildings 60, 61, 18, 21, and 24) at the Roybal main gate visitor guardhouses and related facilities, with an estimated repair timeline of 365 days from contract award. Turner Construction was selected as the sole source contractor based on FAR 6.302-2 (Unusual and Compelling Urgency) authority, justified by the specialized expertise required to reconstruct the damaged elements to original specifications and the urgent operational necessity to restore building security and functionality. The contract was awarded on September 30, 2025 (Contract Number 75D30125C20701) under both Firm-Fixed Price and Time & Materials pricing structures, with the contract value redacted in the public filing. The justification cites the original construction contractor's unique knowledge of building specifications and the time-critical nature of the emergency repairs as the primary reasons for bypassing full and open competition, though market research was conducted with original construction contractors to assess their reconstruction capabilities.
