About this opportunity

The Transportation Security Administration, under the Department of Homeland Security, has awarded contract 70T04026C7672N001 to Desko GmbH for boarding pass scanners and associated services and support on a sole-source basis, with award date September 21, 2026.

The justification cites FAR 6.302-1, only one responsible source. Market research conducted in March 2025 and January 2026 confirmed that Desko is the sole vendor able to provide boarding pass scanner units compatible with airline-specific encryption keys required for validating boarding passes in both TSA PreCheck and Mobile Boarding Pass Program lanes. Competing vendors—including HID Global, Aerocloud Systems, Apryse, Solarville, Aptaero, and Datalogic—either lack standalone hardware capabilities, cannot validate airline-encrypted boarding passes, or do not support the required encryption key validation functionality.

The contract runs from September 14, 2026, through September 13, 2027. Deliverables include all hardware, firmware, and software necessary to scan, validate, and process data from mobile, web-printed, ticket counter, and kiosk boarding passes, along with engineering support for firmware updates. The procurement is conducted under FAR Part 12 using Revolutionary FAR Overhaul Class Deviation 25-21 R1. The Contracting Officer will determine fair and reasonable pricing using historical contract data and commercial pricing comparisons in accordance with FAR 15.404-1, with Contracting Officer approval authority up to $900,000.
