About this opportunity
The GSA Federal Acquisition Service issued a Limited / Sole Source Justification Notice for extending OASIS 8(a) Pool 1 contracts supporting the U.S. Special Operations Command (SOCOM) Enterprise Development, Application, and Training (EDAT) requirement. The extension moves the ordering period from December 19, 2024 to January 18, 2025, with an additional 180-day contingency option to manage potential protest resolutions. The task order, estimated at $450 million, will provide program management and services related to emerging technology solutions, enterprise architecture, data science, application development, and training support for SOCOM operations. The original Task Request for Proposal (TORFP) was issued to 97 OASIS 8(a) Pool 1 contractors, with five contractors submitting proposals by the September 16, 2024 deadline. The extension was necessitated by evaluation delays caused by Hurricanes Helene and Milton, which disrupted technical evaluation sessions and caused approximately five weeks of processing delays. While the specific awarded vendor was not identified in the notice, the contract involves Top Secret/SCI clearance requirements and will support SOCOM operations across multiple geographic commands, with services to be delivered at locations in North Carolina, Florida, and other CONUS/OCONUS sites.
Notice text
This justification supported the extension of the OASIS 8(a) contracts for offerors to the USSOCOM Enterprise Development & Training Services Requirement, TORFP 47QFCA24R0044 by 30 days from their current ordering period, which expired on December 19, 2024, to a new ordering period end date of January 18, 2025. This extension allowed for TORFP evaluations to conclude and placement of the task order identified in this justification to be finalized. An additional 180-day ordering period "contingency option" was included in the extension to accommodate protest resolution should a protest be filed against the task order. If a protest is filed and the outcome requires the issuance of a new solicitation (not an amended TORFP), the ordering contracting officer will NOT be able to utilize OASIS 8(a) for the recompete. The 180-day contingency option period may be exercised, if needed, only to allow ample time for the protest and any corrective action to be resolved.
The specific contractors listed in the attached justification and submitted TORFP proposals remain the only contractors eligible for task order award. The TORFP was issued and competed among all OASIS 8(a) Pool 1 contractors, and proposals were received prior to the contracts' original ordering period date of December 19, 2024. All contractors who responded to the TORFP are subject to the individual extensions documented herein.
Awarded contract 47QFCA24R0044 to unknown vendor for unknown amount on 2024-12-19.
