About this opportunity

The U.S. Army Contracting Command – Rock Island at Picatinny, on behalf of the Project Manager for Combat Ammunition Systems, awarded a sole-source contract to the Arizona Department of Emergency and Military Affairs on September 29, 2026, for continued storage, material handling, maintenance, and inspection of 155mm artillery ammunition at Camp Navajo, Arizona under contract W15QKN-21-C-0002.

The justification cites FAR 13.501(a)(1)(ii), asserting that AZDEMA is the only responsible source capable of meeting requirements without unacceptable schedule delays and duplication of cost. The sole source action is a one-year extension of services necessary to ensure continuity of critical operations and prevent a gap in mission support while a long-term follow-on contract is finalized. Market research via Sought Notice W15QKN-25-X-1AXG (closed December 9, 2025) and internet searches confirmed AZDEMA as the only capable source. AZDEMA operates the only explosive storage facility capable of safely storing and handling 155mm ammunition near Yuma Proving Ground, approximately 330 miles away. Alternative facilities identified—Defense Distribution Depot San Joaquin in California (500 miles away) and Hawthorne Army Depot in Utah (600 miles away)—either do not store ammunition for extended durations or would significantly increase transportation costs and risk rescheduling ballistic tests for up to six months. AZDEMA demonstrates proven capability through successful performance on predecessor contract W15QKN-17-C-0034. The contract structure includes a one-year base period with four one-year option periods and one six-month option period, with total performance running through September 30, 2031. Place of performance is Camp Navajo, Arizona, with transportation to Yuma Proving Ground.
