About this opportunity
The Department of Homeland Security's U.S. Citizenship and Immigration Services (USCIS) is seeking to increase the maximum value of an existing Single-Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with HID Global Corporation by $18,000,000, raising the total contract ceiling from $70,260,000 to $88,260,000. The sole-source justification is driven by the need to prevent interruption in Permanent Resident Card (PRC) production and support Executive Order 14159, which focuses on immigration enforcement. USCIS requires an immediate $3,700,000 for additional card production and anticipates continued needs before a new competitive contract can be awarded in June 2027. The contract modification will maintain the original ordering period through March 31, 2026, and leverages HID Global's established performance over the past four years. The justification emphasizes the vendor's unique capability to fulfill urgent requirements without disruption, ensuring continuous card production critical to national security and immigration law enforcement objectives.
Notice text
Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.3 and in accordance with the requirements of FAR 6.303-1, the justification for the use of the statutory authority under FAR Subpart 6.3 is justified by the following facts and rationale required under FAR 6.303-2. The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS), Office of Contracting, proposes to increase the maximum value of existing Single-Award IDIQ, 70SBUR-21-D-00000002 on a basis other than full and open competition on behalf of the Office of Intake and Document Production, Document Management Division to prevent a break in card production and support Executive Order (EO) 14159, Protecting the American People Against Invasion, signed by the President on January 20, 2025. USCIS intends to procure additional Permanent Resident Card (PRC) quantities under the SIP IDIQ contract No. 70SBUR-21-D-00000002 on a sole-source basis to prevent a break in card production and support EO 14159.
Awarded contract 70SBUR21D00000002 to unknown vendor for unknown amount on 2025-05-06.
