About this opportunity
The Department of Transportation's Office of the Secretary has awarded Modification No. 9 to BoVision, LLC under Contract No. 693JK423C600010 on a sole-source basis, increasing the Option Year Three price from $352,956.44 to $750,223.64.
The justification asserts that BoVision is the only fully capable source based on its existing performance under the contract, familiarity with DOT's financial-analysis and business-support needs, and established contract management infrastructure. Competing a separate contract would create unnecessary administrative burden, delay capability deployment, and fragment responsibility for closely related support processes critical to protecting Cabinet-level leadership. No market research was conducted, and no other sources expressed written interest.
Modification No. 9 adds 1,912 staffing hours for one full-time Mid-Level Management Analyst to support the Protective Service Division during Option Year Three, with deployment extending into Option Year Four. Required services include operational scheduling and tracking, executive travel support documentation, data analysis and reporting, equipment and inventory accountability, Government Purchase Card and funding support, budget execution tracking, time and attendance reporting, overtime tracking, and development of standard operating procedures.
The requiring activity is DOT's Office of the Secretary, Departmental Office of Intelligence, Security and Emergency Response (S-60). The contracting activity is DOT/OST Acquisition Services Division (M-63). The existing contract is scheduled to end in August 2028, at which time a re-compete procurement is anticipated. Modification No. 9 was bilaterally signed on August 12, 2026 but could not be released in DOT's Prism system until August 19, 2026 due to technical issues.
Notice text
This published notice contains an attached fully-signed copy of the Justification for Other Than Full and Open Competion (JOFOC) which was fully-approved, in DOT's Office of the Secretary (OST), in support of an awarding, without competition, of a Modification No. 9 that increased the total price of Option Year Three of Contract No. 693JK423C600010. (Although that Modification No. 9 was bilaterally-signed on August 12, 2026, OST was unable to "Release" that Modification No. 9, in OST's electronic-procurement-system known as "Prism", and thereby complete the awarding of that Modification No. 9, until the afternoon of August 19, 2026, because of intervening technical-problems encountered in the Prism-system.) The contractor's UEI Number is J1JKNJSJFFG6.
Awarded contract 693JK423C600010 to unknown vendor for unknown amount on 2026-08-19.
