About this opportunity
The General Services Administration (GSA), Public Buildings Service issued this Justification for Other Than Full and Open Competition on January 27, 2026, for an emergency demolition contract at the St. Elizabeths West Campus in Washington, DC. The contract, awarded to Clark Construction Group, LLC on January 2, 2026 (Contract No. 47PB5326C0001), encompasses the controlled demolition of seventeen vacant, dilapidated buildings within the secure campus perimeter, along with hazardous materials abatement, utility isolation and removal, environmental controls, site stabilization, and restoration activities. The Department of Homeland Security invoked Emergency Undertaking Authority on December 19, 2025, citing critical security vulnerabilities and life-safety risks, including potential insider threats, compromised access control, and hazards such as explosive devices and hazardous materials. The sole-source justification was supported by the fact that Clark Construction is the incumbent prime contractor for the ongoing DHS Building 1 construction project with already-credentialed personnel, active heavy equipment, and existing security clearances and permits on-site; mobilizing an alternative contractor would require weeks or months of security processing incompatible with the emergency timeline. The estimated contract value ranges from $23 million to $30 million, with the government determining that no other available demolition contractors or contract vehicles could meet the immediate execution requirement.
