About this opportunity

The Department of Homeland Security US Coast Guard has awarded a sole-source contract to Toll Remote Logistics (TRL) for dockside maintenance pier services supporting two Fast Response Cutters in Singapore, valued at $415,293.50, under contract 70Z08426PDL960011 on August 7, 2026.

The justification rests on threat assessments conducted by Navy Criminal Investigative Services in March 2026, which determined that the TRL Loyang facility in Singapore is the sole responsible source capable of meeting security requirements. Market research confirmed no alternative pier locations satisfy agency security requirements and operational necessity. The two cutters have been moored at the TRL facility since March 29, 2026 for extended dockside maintenance conducted by Coast Guard Surface Fleet Logistics Command. The scheduled maintenance period began May 25, 2026, but funding was exhausted by the August 7 award date due to unforeseen delays in completion targets. Services include security fencing, dock generators, potable water delivery, waste removal, fending, trash removal, office spaces, warehouse storage, and diving services as required. Pier services span 54 days under solicitation 70Z08426QEXCS0005. Funding is provided from Operations and Support appropriations in Fiscal Year 2026. The Buy American Act exception applies under FAR 25.103(b)(2) Nonavailability because services are provided at a foreign port using locally available facilities, with all maintenance work performed by U.S. citizens using materials and equipment sourced from the United States. Place of performance is Loyang, Singapore. The contractor CAGE Code is I4DL6 and SAM UEI is F2CAGTSYL9L8.

Notice text

This is a sole source notice and no quotes or offers are being requested. This is for a continuation of a dockside maintenance period for Coast Guard fast response cutters. All work has been contracted and are in process via U. S. Coast Guard Surface Fleet Logistics Center personnel and equipment, materials, and supplies. The Toll Remote Logistics (TRL) pier in Singapore remains the sole source site as all other pier locations were found to be unsuitable following U. S. Navy threat assessments, and all resources for the needed maintenance are already in place and available under existing contracts, and to relocate or compete for the pier location and services will be a logistical and financial burden to the Government. J&A (redacted) is attached.

Awarded contract 70Z08426PDL960011 to unknown vendor for unknown amount on 2026-08-07.
