Justification and Approval for Other Than Full and Open Competition

This document is a Justification and Approval (J&A) for a sole source award under the Competition in Contracting Act (CICA) for temporary pier services in Singapore.

Contracting Activity and Award Details: The Department of Homeland Security, United States Coast Guard (USCG), Operational Logistics Command (LOGCOM) issued a Fixed Purchase Order to Toll Remote Logistics (TRL) Loyang Offshore Supply Base for temporary pier services supporting two Fast Response Cutters (FRCs) displaced from Navy Support Activity Base, Kingdom of Bahrain. The award is valued at $415,293.50 for 54 days of services under solicitation number 70Z08426QEXCS0005, with funding from Operations and Support funds in Fiscal Year 2026. The contractor's CAGE Code is I4DL6 and SAM UEI is F2CAGTSYL9L8.

Requirement and Justification: The FRCs have been moored at the TRL facility in Loyang, Singapore since March 29, 2026, undergoing extended dockside maintenance conducted by Surface Fleet Logistics Command (SFLC). The scheduled maintenance period began May 25, 2026, but funding was exhausted by August 7, 2026 due to unforeseen delays in completion targets. The pier services are critical for maintaining full operational status of the two cutters and include security fencing, limited access, dock generators providing 200 amps per cutter, potable water delivery, collection and holding facilities, waste removal, fending, trash removal, 10-meter brows, office spaces, warehouse storage, and diving services as required. TRL is the sole responsible source based on threat assessments conducted by Navy Criminal Investigative Services (NCIS) in March 2026. Market research confirmed no alternative pier locations satisfy agency security requirements and operational necessity. The Buy American Act exception applies under FAR 25.103(b)(2) Nonavailability because services are provided at a foreign port using facilities available there, with all SFLC maintenance work performed by U.S. citizens using materials and equipment shipped from U.S. suppliers.
