About this opportunity
The Department of State Office of Acquisition Management issued a Justification for Other Than Full and Open Competition to increase the ceiling of an existing Indefinite Delivery Indefinite Quantity (IDIQ) contract with RightDirection Technology Solutions, LLC by $1,200,000, raising the total contract value from $4,000,000 to $5,200,000. RightDirection, a small business located in Baltimore, Maryland, provides administrative services to the Bureau of Human Resources on a Time and Materials/Labor Hour basis, including program management, clerical assistance, data entry, records management, and related support functions. The modification was justified under FAR 6.103-2 citing Unusual and Compelling Urgency, as the Department required uninterrupted continuity of critical services across four open task orders expiring September 18, 2026, while the agency conducts a full and open competitive procurement for a follow-on contract. The contractor's existing security clearances, institutional knowledge, and familiarity with Department of State processes made it the sole appropriate source to maintain operational continuity without disruption. The modification increased the contract ceiling only and did not alter the scope of work, period of performance, or contract terms and conditions, with SBA Section 8(a) program authority and District Office approval granted on March 12, 2026.
Notice text
The requested modification increased the IDIQ ceiling, due to an increase in estimated hours under the (4) four Task Orders
necessary to address evolving operational needs of the Department. This modification solely increased the contract ceiling, ensuring uninterrupted support while the Department conducts a full and open competition for a potential follow-on. There were no changes to the scope of the work, period of performance, or terms and conditions to the contract.
Awarded contract 19AQMM20D0138 to unknown vendor for unknown amount on 2026-03-26.
